Combined Federal Campaign

There are ongoing reports that the Office of Personnel Management (OPM) is considering eliminating the Combined Federal Campaign. We urge you to make your voice heard to preserve this invaluable program that has served as a cornerstone of federal employee philanthropy for more than six decades.

What is the Combined Federal Campaign (CFC)?

The Combined Federal Campaign (CFC) is the sole authorized workplace giving program for the federal government, administered by the Office of Personnel Management (OPM). Since 1964, the CFC has exemplified the highest ideals of public service and collective philanthropy. Under OPM’s stewardship, the CFC facilitates charitable giving from federal civilian, military, and postal employees, channeling more than $9 billion to nonprofit organizations since its inception. In 2024 alone, federal employees contributed approximately $70 million to nearly 4,500 charities across 39 geographic zones, supporting critical efforts such as disaster relief, healthcare for underserved populations, educational access, environmental conservation, and veteran support services.

These contributions highlight the CFC’s vital role in directing federal generosity toward tangible, life-changing impacts for countless individuals and communities. The CFC operates without requiring additional federal appropriations — it is a voluntary employee-giving mechanism.

Threats to the Combined Federal Campaign’s Future 

In late August 2025, The Nonprofit Alliance (TNPA) learned that the Office of Personnel Management (OPM) had put a pause on the Combined Federal Campaign (CFC) and that it may end. The Nonprofit Alliance worked in coalition on messaging to the administration and the Hill, notably leading a September 4, 2025 sign-on letter with nearly 400 nonprofit organizations and also activated an alert to our members and supporters to contact their Members of Congress to protect the Combined Federal Campaign.

On September 10, OPM announced that the CFC would continue and begin on October 1, 2025, as previously scheduled. In its announcement, OPM conveyed skepticism about the CFC and questioned its efficiency. Our coalition was grateful for OPM’s quick reversal and submitted a thank-you letter to OPM, copying Hill leadership, with nearly 400 nonprofit organizations signing on. However, we anticipated additional challenges for the 2025 Combined Federal Campaign.

Advocacy Efforts Continued

As predicted, the government shutdown impacted the October 1 start date of the 2025 CFC and caused the campaign to miss multiple weeks of fundraising. The Nonprofit Alliance worked in coalition to circulate a sign-on letter to the Director of the Office of Personnel Management Scott Kupor, requesting an extension of the campaign timeline.

While TNPA applauded the CFC extension through January 31, 2026, as we and our nonprofit coalition requested, the stop-work order for contractors that began at the beginning of January unfortunately limited processing and hindered success in the final weeks of the 2025 campaign. TNPA sent a letter to OPM at the end of December, copying Hill leadership, pressing for consideration of previous campaign totals as it continued its review of the Combined Federal Campaign’s future. The Nonprofit Alliance and our coalition partners continued to be in the press on the issue, including in the Washington Post on December 25.

 

Where Things Stand and How You Can Help

On February 19, our coalition received notification about the Combined Federal Campaign (CFC) Charity Portal being decommissioned by March 4 but the website was not taken down on that date. See TNPA’s quote in the Nonprofit Times story following the announcement. We described this decommissioning as a troubling step for the CFC’s future, and we reiterate our request that our community and TNPA members communicate their support for the CFC’s continued operation.

The Nonprofit Alliance utilized high-level Hill meeting opportunities in February to highlight support for the CFC, asking bipartisan members to voice their support to the White House. Our ongoing email campaign to email Members of Congress has resulted in 2,000 emails so far and we ask that you send this important message of CFC support now!
